IP telephony is the result of the convergence of traditional telephony & the IP markets.  As soon as analogue voice was digitised in the 1970’s appearing in digital key-systems and PABXs  (TDM) the writing was on the wall for international networks.  Having ISDN lines in the 1980’s was leading edge technology.  Now with the explosion of the Internet it wasn’t long before telephony products acquired IP addresses.  As such speech, having been converted into bits and bytes could be transmitted in packets to anywhere in the world or from one side of a room to another. Hence IP telephony was born.
