To setup phone line to minimise calling costs soon after deregulation involved plugging in a Mercury SmartBox or SmartPlug. These essentially setup phone line dialling prefixes prior to the number being dialled and hence routed the calls via their network at their rates.
Telephone systems firmware developed within months such that an external device was no longer necessary to setup phone line dial prefix. It was built in and programmed by the installation engineer.
As the LCR market matured the necessity of setup phone line has become a thing of the past as the outgoing CLI is recognised in the central exchange to determine which routing is required. Much easier for the customer. However, there are some products that still have setup phone line programs in them and to switch providers requires the installing technician to disable that setup phone line setting.
