Voice over IP telephony is the result of the convergence of the Internet and Public Switched Telephony Network.

You’ll have heard of SKYPE.  This is voice over IP telephony.  In the early days it you could not expect to have a totally intelligible conversation unless you were lucky.  Why was that?  It was to do with a facility called QOS or quality of service.  This prioritises any packets of speech over ordinary data.  Because that doesn’t mind a few hundred milliseconds (or even seconds) delay receiving.  With live conversations it has to happen immediately otherwise the words will be broken up and unintelligible.
