If you have voip issues concerning broken audio or clipping, this may well be caused by some of the switches or routers in the link not having its QOS (quality of speech) flag switched on.  Talk to your IT maintainer.

Should your voip issues concern not being able to set up a conversation, then it is probable that your broadband has insufficient bandwidth to support the number of simultaneous conversations you need.  Each session consumes 60 Kb, so if you only have 250 Kb of upload capacity and are sharing that for surfing, you can only expect one, or possibly two at the same time.
